All the information I have found indicate that the term Czar was applied to FDR's appointments. It's possible that they were referred to as "dictators" by some, I'm just not certain of that.
Thanks for reading and taking the time to post a comment.

sk1951,
Thanks for reading and leaving a comment. Your readership is appreciated and it's an honor when someone leaves a comment such as yours.
I certainly don't think what Obama did in regards to amending the executive order is a "wonderful thing." I'm just a bit ambivalent to it.
What I am trying to shed some light on is the fact that it was NOT Obama who gave foreign entities immunities, it was NOT Obama who approved of INTERPOL as one of those foreign entities and most of what Obama did was take away the provisions which allowed INTERPOL to be taxed by the U.S. government.
It's been 26+ years since Reagan issued the original E.O. giving INTERPOL status. That's a long time, but he opened the can of worms which has put us in this position. Which leads to the whole question of whether or not executive orders should even be allowed since they are not constitutional to begin with.
Thank you again for your interest and for the link to the other article.
